Do vape retailers need to register for Vaping Products Duty?

Not to sell. HMRC's own pages, read after the duty began on 1 October 2026: which roles need approval, and when a vape shop becomes an importer.

No. A vape retailer that only sells does not need to register: HMRC’s guidance says you do not need permission from HMRC to sell vaping products in the UK, and that retailers do not need to apply for approval to the duty or to buy stamps. Approval is for manufacturing, storing in duty suspension and attaching stamps.

Vaping Products Duty came into force on 1 October 2026 at £2.20 per 10 ml, HMRC’s launch notice says. This desk read four HMRC pages on 3 October 2026 and mapped each retail situation to a role.

When does a vape shop become an importer?

When it brings stock into the UK itself. HMRC’s preparation guidance, updated 9 July 2026, says importers pay the duty on arrival through the customs declaration, and imports must be stamped before arrival unless entering duty suspension. None of the four pages settles whether a retailer-importer needs approval; the launch notice names importers approved by HMRC as payers.

What does a retailer still have to do?

Check stock: HMRC’s key messages for retailers, updated 1 September 2026, warn of civil or criminal sanctions. See also checking a stamp is genuine, the duty dates and consumer parcels from abroad.

Questions retailers ask

Who needs to register for Vaping Products Duty?

HMRC approval covers manufacturing, storing in duty suspension and attaching stamps. HMRC’s impact page names UK manufacturers and excise or customs warehousekeepers; an overseas manufacturer applies through a UK representative. A shop selling stamped stock bought in the UK is not on that list.

Can retailers sell vapes without a duty stamp?

Only old stock, for now. HMRC’s retailer messages say unstamped products imported or manufactured before 1 October 2026 can be sold until 31 March 2027, but new duty-liable stock purchased must carry a stamp. From 1 April 2027, every vaping product sold or supplied in the UK must carry a valid stamp.

What happens if you sell vapes without a duty stamp?

HMRC’s preparation guidance says that from 1 April 2027 selling unstamped vaping products outside duty suspension will be an offence, carrying a large fine and possible prison in the most serious cases. HMRC will also be able to seize legitimate stock found with unstamped goods.

This covers the duty only, not age-of-sale or product rules. Nicotine is addictive; this guide is for businesses selling to adults who already vape.
